That's the way RAID works everywhere unless you use a double redundancy mode -- it's not unique to Netgear. How long did you wait while the unit was "constantly" complaining a drive was going to fail? The correct length of time is "zero". The other proper action to take before replacing a drive is to insure your backup is up to date, especially if other drives are the same age as the failed one. Resync is very intensive on all drives. Yes, if something goes wrong, it's a long process to restore from backup; but you don't lose everything. Frankly, the only thing I can blame Netgear for here is that they do not emphasize enough in their documentation that RAID is not a cure-all for data loss.
If the originally removed drive did not actually fail, most of your data is probably recoverable, but not by just putting that drive back in. By now, it will be out of sync with the others. I do not know if Netgear paid support will take on that recovery or not.

Drive1 was failing and i replaced him in a week and after resync drive3 failed without any notice!
SO what do you suggest that i do?

Since I have backups for all my data, I've never had to resort to data recovery; so I'm not really familiar with the available tools and what situations Netgear paid support will and will not attempt. Hopefully, someone who has successfully gone through a recovery scenario will address this facet.
If you have no backup at all, I recommend you use any recovery media you use for this as the basis for establishing a backup plan. My less critical data is still at risk because I only have local backup for it. My critical data is backed up at my brother's house -- 700 miles and 3000 feet in elevation above me here in coastal Florida. But I had one NAS packed in my vehicle just in case I had to evacuate from Irma.

lets say i have no backup....
i am trying to make scenarios of the 3 disks needed (out of 4) so that the array is ok but no result until now.
before i assume that the array is dead i have to point out that the moment that the new disk went from resyncing to online the other disk failed which cannot be a coincidence.. that is why i am saying that the controller has the problem and not the disks..
