USB Boot Recovery may solve your issue:

Thanks for the reply. It seems it is not a simple task to prepare the USB for recovery and not all USB will work. I am wondering what type of USB is OK.
On the other hand, I am more concern about the data. Will the recovery process affect my data? Should I remove all the HDDs and do the recovery?

Well it can be very simple to prepare but YMMV.
If you want you could power down, remove your disks (label order).
Though USB Boot Recovery doesn't touch the disks. Its sole purpose is to deal with issues related to the firmware on the internal flash.- dbhungJun 14, 2017Aspirant
Again, thanks for yur speedy reply.
Could you recommend 2 ~ 3 types USB drive for the recivery process? Currently, I don't have any spare. I need to buy one or two for the process. Following the thread of USB recovery, there are guys fail for several types of USB drives.
Just want to ask the RN31400 can still booted up without any HDD. So, I can remove all of them when I conduct the USB recovery. After it become normal, I can plug them back (in order).
