I think I may be experiencing the same (or similar) issue that you had here, only mine was delayed until I upgrade to OS6 version 6.4. If you concur, would you mind elaborating on the proper method of removing the fancontrol package as you did?

Same issue here, upgraded Pro 6 to FW 6.4 and now the system fan is not spinning unless the system temps gets over 70C. I have tried creating the file and restarting the system and it doesn't do anything that I can tell
