How exactly do I go about doing a TFTP recovery before I consign my NV+ 4000 to the bin. I''ve tried USB recovery but that just hangs so TFTP is my last option. I have downloaded all teh files a...

The files you got are still useful but with Windows 7 for the tftpd32.exe itself you may want to use a newer version, maybe even the 64-bit one since you're using Win 7 64-bit.
I think it's quite likely that the tftpd32.exe doesn't work with 64-bit systems (at least Windows 7 ones). The 127.0.0.1 suggests perhaps that the program can't detect a network connection so is defaulting to 127.0.0.1 (localhost i.e. a loopback address referring to your Win 7 machine).
Post how you get on.
