What is a normal CPU Temp

Operating temperature in the manual refers to environmental operating temperature that is compatible with normal function.
My 316 CPU runs between 38 and 50 Celsius (100 and 123 Fahrenheit) but the ambient temperature is around 19 Celsius, yours is 23 celcius.
Dose the room need to be that warm?
