CAX80 Factory reset not working
I am connected to the coax cable. Downstream/upstream symbols on the router are solid white. But the internet led keeps blinking white.
The Xfinity app has gone back to ‘Activate your modem’ but restarting the process results in the CMTS not finding my modem.
Initially I reset the modem because when I turned off the router mode, I couldn’t connect to the internet.
Any suggestions,

Feed in your model number and check the documentation for your hardware. Look at the label on the device for the model number.
Check for various troubleshooting tips.
You may have done this already. I can't tell from your message.
I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.

Did you performe the 30-30-30 reset with out the ISP coax cable line connected, then see if you can access the modem at 192.168.1.1?

I did the 90s reset without the coax cable attached. Then tried a couple of devices with ethernet cable to connect to 192.168.1.1. But the response is 'No Internet'.
Both my Android mobile and Mac connect through ethernet adapters.
And the adapters are not getting a proper IP address.
For the MAC adapter, it gets a self-assigned IP of 169.X.X.X.
So the CAX80 is not behaving like a router after reset.

IF you can't get the modems setup page after a 30-30-30 reset with one wired PC and it's not giving the PC a 192.168.1.x IP address, then the modem has probably gone bad and needs replaced. You'll need to contact NG support to see what your options are.
