Modem registered to another user

My neighbor recent bought the Netgear C7000V2 modem to replace the carrier modem from Optimum. They hooked it up and it worked for one day. Now it doesn't work because Netgear says that it is registered to another user. I don't think they initially registered the modem but cannot get online to register it. Is there something they can do offline to change the registration? Also, if they can get online, is it even possible to change the registration?

   Which _kind_ of "doesn't work"?  "doesn't work" is not a useful
problem description.  It does not say what you did.  It does not say
what happened when you did it.  As usual, showing actual actions
(commands) with their actual results (error messages, LED indicators,
...) can be more helpful than vague descriptions or interpretations.

   "because"?  Who decided that registration, or lack of it, is the
_cause_ of anything?  And how?  If registration mattered, then how was
"it worked for one day" possible?

   But I would not expect registration to affect the basic operation of
a C7000v2, either immediately, or after one day, or ever.

 

   Visit http://netgear.com/support , put in your model number, and look
for Documentation.  Get the User Manual.  Read.  Look for the LED
descriptions and "Troubleshoot".
