Wired speed not exceeding 20m down on 100m plan.

Hello!
I purchased a Netgear C6250 to replace the modem provided by my ISP, "Wow!". This morning my former modem averaged speeds around 112m down, 15 up, right in line with my 100/15 plan. However upon replacing it with the C6250 I find speeds wont exceed 20m down. To set up the modem I needed to call my ISP and regester it with them. They registered and it povisioned normally, but they were unable to troubleshoot my issue. They performed a packet loss analysis, no issues. Any help would be greatly appreciated!

UDATE-RESOVED
The issue seriously cleared up on its own. The next day the speeds got a little higher, around 50 down (average of repeated tests), then 2 days later I'm up to 112 down. I did not make any changes, nor did I contact my ISP.
