RBR20 After Firmware Update - Circle can't be enabled

After upgrading to Router Firmware Version V2.6.2.104 I am unable to access Circle. I've tried reversing the firmware upgrade but I still can't access circle. I can enable Circle via the Orbi app (iOS) but when the Circle app starts it tries to Enable Circle and gets stuck in a loop (keeps coming back to the same "Enable Circle" screen).

Did you look under Basic tab menu list for Parental Controls? 

Try a factory reset and set up from scratch?

I had to go back to previous firmware version fyi. Netgear is worthless
