Is Netgear AC1600 model d6400 a router or a modem?
I'm confused. on Amazon page, the seller say its not a modem, but on the back of the device it says AC1600 Wifi VDSL/ADSL Modem Router Model d6400

Feed in your model number and check the documentation for your hardware.
It might help if you pointed people to the Amazon page.

Its kind of both.
the D series of devices have an integrated dsl modem into them.
they can also just function as a router only device.
Or just a modem only device.
So based on how you set it up, depends on if it runs as a dsl modem with router, just a router, or just a dsl modem.
the manual is as @michaelkenward showed you so you could set it up as you prefer.
also in AP setup: RAXE500->EAX80
