Access from what to what? USB storage? Printers?
Anything on your network should be able to see things on ReadySHARE. Just browse to
\\readyshare

to have separate user logins for sharing videos from my usb drive over the internet, rather than having just the admin login.

Try looking into what the browser graphical user interface (GUI) shows.
Manuals are always a good place to start.
Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
Read the section in the manual:
Share USB Storage Devices Attached to the Router
You may have done that already. I can't tell from your message.
I mention it because Netgear gave up on supplying paper manuals and CD versions some years ago and people sometimes miss the downloads.

silly netgear don't have a option for a 2nd user account other than an admin account, my old tplink router had this option.

That is not simple ReadySHARE. It is ReadyCLOUD, which rides on the back of a MyNetgear cloud account. Is that what you are talking about? You haven't mentioned ReadyCLOUD before, certainly not in the first message.
There too you can arrange permissions on the router so that others can access your files.
But don't waste your time.

They have moved the date a bit, but it dies in a couple of months.
Until then, as suggested earlier, go into the GUI and explore the settings for ReadySHARE. The work out how to set permissions to suit your requirements.
You do still have to allow access to the router. If you aren't happy with the default system, then you may have to investigate alternative strategies.
