Feed in your model number and check the documentation for your hardware.
Check the section in the manual Troubleshoot With the LEDs.
You may have done that already. I can't tell from your message.
I mention it because Netgear gave up on supplying paper manuals and CD versions some years ago and people sometimes miss the downloads.

When everything is blinking, it tends to not be a good sign with modem/router combo devices.
What I'd try would be to disconnect everything from the modem including the coax. Then while powered on, push and hold reset for 7-15 seconds. Hopefully it boots back up.If it does, reconnect the coax to it and attempt to set it up.
If it doesn't, your only other option would be to contact the isp to see if they're able to ping/see the modem on their network. If they can, potentially then can re-provision it. If not, you might be SOL
