What do I do to fix this?
Please keep in mind that the only device I can use to fix this is my phone.

Blinking power light?
Sounds like the firmware might have been corrupted.
You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide

just make sure you enable tftp

and here's a video walk through using a tftp client. Use the built in one for windows 10 though. the video is more of an example of how its done.

My laptop hasn't worked for over a year. And I don't own a PC. That's why I'm having trouble fixing this.

If its truly a corrupt firmware issue, it needs to be hardwired into to fix.
If your still within warranty, you could try opening a support case.
To get a hold of support. Click on "MyNetgear" at the top.
Register an account (or login) and then the device.
From there you can start the support process. Keep in mind that its only free for the first 90 days.

You're going to have to borrow a laptop to fix it. To unbrick it you'll have to use the tftp method and download the firmware from the netgear site for that model.

But for now I will try and get a laptop that I can borrow from someone to fix it.
