After updating the firmware on my r6400v2 router I looked at the attached devices. There was one named DEV-BO (and some additional characters after DEV-BO). The router has it listed as a TV. I have one TV made by another company, and it was properly listed as one of my attached devices. I have no idea what this other "TV" is. I looked up the 1st 6 digits of the MAC address, and it's something made by Lite On in Taiwan. Since I didn't recognize it I blocked it. Everything I have connected to my wifi is working fine. Despite having this DEV-BO thing blocked, the router still shows it as connected. I think I read that you can delete a device when it is offline, but I cannot go to it and disconnect it from the wifi because I don't know what it is.
Is there a way to delete a device that is blocked but still showing as connected?
How do I figure out what this DEV-BO device is?
One more thing, I tried logging in to the router with my Chromebook, and got a msg saying the connection was not secure. Tried my iMac and the url line says it wasn't a secure connection. Then I ran an ethernet cable from the iMac to the router, and the Safari url line STILL says it's not secure.

That's likely to be a browser artefact.
Browsers are getting picky about security. They expect to see http links. Your browser is local and http is a safe way in. Outsiders can't penetrate your network with just that link
Some browsers have an option to "proceed with caution". I'm nor familiar with Safari, but it comes with warnings from Netgear's manual that it doesn't support some operations.
