AC1200 can't see any networks

Windows 7. New AC1200. Did the standard installation, also tried just installing the standalone driver (after uninstalling). Same result: Wireless adaptor claims to have correct drivers, but can see no networks.

Windows Diagnostics, give this error:
Windows couldn't automatically bind the IP protocol stack to the network adapter.

To isolate the problem, try to install the adapter on a different computer or run your computer on safe mode with networking and install the adapter.
