This device was designed in the era of Windows XP. Maybe it doesn't work in Windows 10. That happened to some of my adapters.
Are you using the latest version of the software?
WNA3100M | Product | Support | NETGEAR
How about a different USB port? If Windows can't see it, there's not much that the software can do for you.
