AC750 Wifi Range Extender EX3700 not connecting to AC1900 Smart Wifirouter

My AC1900 Smart WiFi Router and my Lenovo ideapad 310 cannot find the AC750 WiFi Range Extender EX3700.   The EX37000 WPS LED will not stay on following the instructions on page 7 of the manual. I performed the actions twice.

 

The ideapad laptop does not find the NETGEAR_EXT so I cannot follow the instructions on page 9. 

 

I have already pressed the factory reset button. 

 

Network profile is Public

 

Security Type is WPA2-Personal

 

Network Band is 2.4 GHz

When you push reset, are you pushing and holding for 7-15 seconds while its powered on? 

What are the led's on the extender doing?

The Power LED turns orange and blinks while pressing reset, goes off after I stop pressing, goes to solid orange, then goes to green.

have you tried hardwiring into it for setup? 
just disable the wifi on whatever device you connect to it so it doesn't default back to wifi

Please confirm that your recommendation is to turn the wifi off on AC1900 Smart WiFi router, connet the EX3700 and AC1900 with an ethernet cable and follow the same steps as described for the WPS set up .

I just mean connect a pc/laptop via ethernet to the extender for setup. The laptop you connect, you disable its own built in wifi (not the routers) so it doesn't default back to the routers wifi signal during setup.
