Will the Nighthawk AC 1900 range extender extend more than one signal? Pardon my ignorance.

Yes it can extend the 2.4 and 5 ghz bands from the router.

Let me rephrase, will it extend the router single and the signal from the arlo base station as well?

No you would have to plug the arlo base station into the extender via Ethernet if you would need the arlo base station to have more range.

The extender will serve as an access point and an extender simultaneously?

It will only act as one if you want it to be a access point you would connect the extender to the router via the Ethernet but if used as a extender you can plug a device into the Ethernet and use it for internet access such as the arlo base station.
