ping WAN port of the router from PC with PC directly connected to the router -> works
ping another static IP static 10.10.10.103 from switch -> works
swap the switch with an unmanaged switch and ping 10.10.10.102 from PC -> works
change the router to another model, do the same configuration -> ping doesn't work
Often routers won't respond to pings received on their WAN port by default.
Have you checked the router security settings to see if that is the case here?
