GS716Tv2 802.1Q VLAN setup

I have a new GS716Tv2 switch. 5.4.1.10 firmware. B5.1.1.1 boot version.

I'm trying to set up some 802.1Q VLANs. I'm looking at figure 4.7 on page 4-10 in the Software Admin Guide. It shows the ability to select between a 802.1Q VLAN and a Port-based VLAN. When I go to Basic->VLAN Configuration on my switch, I don't have that option. The panel shows the three default VLANs (Default, Voice LAN, Auto-Video), and there is a VLAN Type pulldown/column which has "static" as the only choice. The help for the panel also says that "static" is the only choice.

So how do I get to the panel that allows me to create a 802.1Q VLAN?
