Good news, my cable came in today and I was able to get the switch booted back into the latest firmware.
Unfortunately, the original issue arises - the AX743 appears as AX745 and no access can be made with connected devices.
That is with a factory reset configuration and then the 27 and 28 ports (rear I/O ports) configured as Ethernet from Stacking.
Also with a factory reset configuration and the above changes, running the original firmware (8.0.3.15), the same AX743 modules appear as AX741 (XFP modules). Atleast in the configuration, the ports work when devices are attached.
There are some glitches and missing options with this older firmware that, while not necessary, I used and would like to have everything up to date and working again.
I'll contact Netgear support, but because I am not the original owner of the switch, I suspect I might not get much help. If this is a real issue, though, maybe they can send out a new firmware.
Has anyone else seen this issue?

As I suspected, the serial number is already registered by a previous owner of the switch....
Here's hoping someone else can confirm this issue with the switch with support and get some fixed firmware.

I should also correct my initial post. The latest firmware available is 10.0.0.53 that does not work with the I/O modules. No connectivity is possible with the AX743s.
This is a BIIIIG issue for users of these add-on modules and must be rectified.
After spending $400 on these 2 I/O modules, I'm rather annoyed I have to downgrade to buggy firmware to use them!!!

One more update.
I updated to firmware version 8.0.3.34 which is the latest of the 8.0 branch. The I/O modules still work with this version, however still appears incorrectly as AX741 (XFP version). Some of the bugs are now gone in the web GUI (which I use often). However, I'd still hope to see this issue fixed in a later firmware release.
Hopefully someone at Netgear can plug in one of these switches, test out the I/O modules with the latest public firmware and see what's causing this weird behavior.

I apologize for this is the only time I got back on this. It seems that the GSM7328Sv2 is already EOL (End-of-Life) which means it is not being manufactured anymore. Its because I have checked that from the release notes of the last firmware released (which is v10.0.0.53) for this manageable switch was way back year 2015.
The GSM7328Sv2 does indeed support module AX743 and should not display as another model adapter. Can you try to upgrade the firmware of your GSM7328Sv2 to v10.0.0.53 again then perform a factory reset and reconfigure it from scratch. Afterwards, connect again the AX743. If the AX743 still shows as another model adapter, kindly download the tech support file from your GSM7328Sv2 for clues. Then, post a download link for it so that I can download the tech support file here on my end. Read this article on how to download the tech support file from your GSM7328Sv2.
