Could you check the following step by step?
1) remove all of PDs and connect the port from 1/0/1 to 1/0/8 one by one and see if only the port1 doesn't provide the power.
2) If 1/0/1 to 1/0/8 can provide the power if there is only one PD to the switch, move the existing PD to the port 1/0/1, then connect another PD to the 1/0/2, and see if the port 1/0/2 can provide the power.
3) if port 1/0/2 cannot provide the power on step 2, move the PD from 1/0/2 to the port 1/0/5 and see if port 1/0/5 can provide the power.
we saw one issue similar to this before, but please try the step 1 to 3 first, we can see if they are the same issue.
