XSM4300 not powering on - red/green on PSU with relay noise

Anyone knows what it means the red/green LED on the power supply? It is also noticeable a clicking relay noise.

Since the XSM4300 won't power on and it has a clicking relay noise, I suggest you to open a support ticket with the NETGEAR Support Team here at anytime for a hardware check. If your XSM4300 has been proven faulty, be ready to upload a soft copy of the Proof of Purchase of it for warranty verification. If the hardware warranty is still valid, an online replacement will be processed.

NETGEAR Community TeamI assume by your answer that it is a hardware defect. The switch is new and was working when I unboxed it to do the firmware upgrade. Then it was shipped to the final location, and this is happening.
