Finally solved, seems to be a server issue 🙂

Hello misterfifi,
And welcome to the NETGEAR Community! 🙂
For future reference, you can use the link below to download all necessary information for GS316EP including firmware and user manual and datasheets.

I had a similar access denied from the GS308EP 1.0.1.4 download links.. On OSX Sonoma the Safari browser fails to download the zip archive while Google Chrome succeeds using the firmware download links.
"curl" fails to access the download link as well, though that may be due to session cookies and the like.
Google Chrome successfully uploaded the unzipped 1.0.1.4 "bin" file to the GS308EP and completed the 1.0.1.1 to 1.0.1.4 upgrade. Safari uploaded the "bin" file but the upgrade did not apply.
Google Chrome balked initially trying to download to my switch IP address, but that was because System Settings > Privacy & Security > Local Network did not have Google Chrome enabled for the "local network", even though it was fine accessing the Internet.
Having a web UI on these switches is a net GOOD compared to olden days of proprietary Windows switch configuration apps.... but the switch firmware has to be much more robust now dealing with browser changes.

The GS316EP is plain basic and simple HTML, including for the firmware upload.

for none of these, the switch web UI is involved.
In the past, just about two weeks go, we've seen Netgear still pushed http download links, what made Chrome on some mobile phone nagging an insecure download, requiring manual confirmtion to continue the download. Not nice, but nothing the http-only Web UI on these switches is involved with once more. .

Doubt Google Chrome has such functionlity in place, neither on Apple nor on Windows platforms. That might be some feature from your preferred OS, not from Chrome.
There is a huge cat-and-mouse ongoing on addng more or less useful features to the browser implementations.
In a very perfect security world, there would be only https connections, and all servers would operate on correct signed certificates, and all users need to have a local DNS server to make all that happen. Ways more than what most consumers and many business sizes have in place.

Appreciate the very detailed replies that I concur with.
Your closing thoughts on "There is a huge cat-and-mouse ongoing on adding more or less useful features to the browser implementations." was what I was driving towards but did not want to hijack the firmware upgrade problem that this thread started with.
My GS308EP is a solid 802.3af/at device vs. passive 24V PoE I started with. Similarly not having a web UI on my early version GS108E was a big step down. My main use case for the web interface, over an unmanaged switch, is the manual PoE port power cycling.
Since 1.0.1.4 appears to be all about uPnP device discovery I can confirm....
