Switch automatic shutdown port

Hello.

 

I bought new switch netgear gs110tp v3  ( in past i'm use v2 and didn't have that problem) when i configure IP address access in my local network the port ( there is no difference which ports i'm use) shutdown - so i don't have access to switch.

 

i tryed update firmware. 

 

That same problem i had with my first gs110tp v3 and i send to guarantee and they send me new one but I don't beleve is problem with hardware ...

 

Do you have any idea what is problem and how resolve  ?
