UsualIy I would agree with this but WD has introduced 5TB and 6TB HDs earlier this year and still 4TB HDs prices have not budged. In fact, I've just done a rough and ready calculation and found that red 6TB and 4TB HDs are approximately the same cost per TB (at least in the UK).
But I expect this situation to change as the bigger red HDs become more popular, when this will happen is entirely a different matter.

Amazon US pricing on WD40EFRX has dropped from ~$220 to ~$160 over the past two years. It dropped about $20 around the time the WD60EFRX came onto the market, and has been pretty flat since.
I agree that at the moment storage costs/TB are approximately level (within 10% anyway) for 3-6TB drives.
