I had a plex startup problem on 6.7.4. it oddly didn't happen until after my 3rd boot (2 6.7.4 hangs by the way so seems worse to me than the prior version). The problem was very mysterious, I think it was related to this vim issue but even after doing these steps and having a good install it still happened. I loaded and exported the contents of the environment file manually from the shell prompt and then invoked the server from the command line. It came up and looked good from the web so I exited, ran systemctl daemon-reload on a whim and then tried to start it again from front view. This time it finally started. Spent 45 minutes dorking around with this and I have no idea what really fixed it.
