An OS Re-install leaves data intact.
The touch command updates the timestamp on an existing file or creates an empty file if it doesn't exist.
However you may have other corrupt config files.
You may wish to check if any other files from
/etc/default/config are missing or corrupt e.g. if /etc/passwd is corrupt. If the file is corrupt then you can copy the version in /etc/default/config
