Parental controls not working on new modem

I purchased a new modem to replace a damaged one and now it will not filter anything on parental controls.

2. Have you tried resetting the device?

3. Does the issue persist on all your devices?

Hello.
The model is C7000
firmware is latest release.
Tried deleting account, re adding device and reset.
The issue seems to affect the mobile devices with no filter at all and the wired devices allow you to see images but not much more.
The previous modem I had (same model) worked perfectly.
Only happened when I bought a new unit.
