R6700v2 2.4ghz not working, but 5ghz is fine

I have seen many people posting about the same problem and then we are told to do updating the firmware and factory reset. I have done all those are suggested. And my 2.4ghz wifi is still not working. What else can we do?

I suggest to change 2.4GHz wireless channel.
How do I change the wireless channel on my NETGEAR router?
For isolation, please enable 2.4GHz Guest network and check if you can detect the network.
How do I set up a guest network on my Nighthawk router?

How many devices are affected? What are those devices?
What is the error message when you are unable to connect?
Are all wireless devices unable to connect to 2.4Ghz network?

All devices are affected.
The 2.4Ghz network light on the router is on. The setting of the 2.4Ghz network is enabled. However, all devices cannot see the network. I can only see and use the 5Ghz network. Therefore, if the device cannot support the 5Ghz network then the device cannot connect to the internet. For now, I just connect the old router on this router so that the affected device can connect to the internet.
I did try to reset the router as the other posts mentioned. The 2.4Ghz network did show up but only showed up for like 5 mins. Then dissappeared even though the setting of the 2.4Ghz network was still enabled and the 2.4Ghz network light was on.
Please advice how I can fix the problem.
