R6700v3 Slow wired connection after firmware update. WiFi ok

i have 400mb/s cable internet.  I get 400mb/s if im connected directly to the modem, and through wifi when connected to the router.  However my wired connection through the router tops out at 200mb/s.  I've had the router for a few years and have always had this problem.  I rolled back the firmware previously and got the full 400mb/s with the old firmware.  Installing the latest firmware cuts my speed back down to 200mb/s on the wired connection.  Anyway to fix this without having to run outdated firmware?

when you reinstall the latest version, do a factory reset. 

during the install process, make sure to leave qos, access control, parental controls, and traffic monitoring all disabled

Did all that and im still capped at 200mb on the wired connection
