I had the a similar problem, and the standard solutions offered did not help. What happened is that the ORBI RBR50, on its own, decided to put the ROKU stick as a blocked device and anything I did would not unblock it except turn off access control completely.
What is it in ORBI that decides a device needs to be blocked, or is the ROKU stick doing something that ORBI finds offensive?

It might be useful to have some additional information, such as:
- When the Roku is turned off, can it be removed from the Access Control bottom table:
"View list of blocked devices not currently connected to the network" ?
(scroll down the page to bring up this table) - Is Bitdefender Armor enabled on this system?

(sorry not to be more knowledgeable about Access Control. after reading so many complaints, I just disabled it. If someone can guess my 20 character password, they are welcome to share whatever access they can get to my WiFi. If I see a van from MIssion Impossible parked outside, I'm "toast" no matter what I do.)
