Security systems on WiFi aren't reachable after a power outage though the MK60

Security systems on WiFi aren't reachable after a power outage though the MK60
Same issue with an MR60/MS60 system at a vacation home in Tucson AZ (Xfinity ISP, Hitron DOCSIS 3.1 modem). Security systems on WiFi aren't reachable after a power outage though the #Mx60 devices show blue lights as if fully connected. With the modem up and connected, powering down the MR60 router for a few minutes, then restarting seems to restore the system to nominal operation
I have a compatible mini battery backup (12v @2A) that should tide over brief outages but may not last long enough.
Seems the problem may be that when power is restored, the router tries to connect to the modem but the modem is not finished booting and the router gives up trying to connect to the internet.
Using a combo modem-router might recover from outage OK, but would be one antenna for a whole house. Would connecting the #MR60 set in AP mode to the modem-router preserve mesh functionality on restart?
