R7000 Nighthawk setup wizard looping - No Internet

I performed a factory reset on my router after applying the latest firmware and spent most of the morning attempting to reconfigure the router. It would let me change the SSID's and passwords for WiFi, but failed to reach the screen that resets the admin password and subsequent visits to routerlogin.net would start the wizard over. Netgear Genie on my laptop would show everything as good, but nothing connected to the WiFi could reach the Internet. Android device's would try to go to a sign in screen and fail. I could not browse to anywhere on my laptop, but the tests from Genie seemed like it thought it was working.
To finish the configuration and get things working, this is what I did.
1) Reset the router again.
2) Hotspot my phone and connect to it with my laptop.
3) Connect the laptop to an ethernet port of the router.
4) Browse to routerlogin.net and complete the wizard.
