is there  a way to upgrade the firmware on wifi router Netgear CG3700?

it is provided by ComHem in Sweden.

Or is it too old and it is better to change the whole?

No there isn't. The CG3700 was a direct to oem device and the ISP updates/provides assistance with these devices.
