Any router supporting outgoing static routes?

Does any Netgear router product support creating outbound static routes?

I want all outgoing traffic to ip 1.2.3.4/24 to be blackholed or routed to some other address and/or port. But if the destination port is 443 then this shall NOT happen.

Preferably a wifi router but without wifi is ok as well.

Any suggestion?

This would be policy routing ... because a simple static routing does not include some if-then-else.

By rule of thumb, any switch with L3 routing and ACL support should be able to do this. @MikeD1234 ?

Then what netgear product would be able to support that?

I suppose that I want something like

    ip  route  1.2.3.0  255.255.255.0  Null0

but with the possibility to add particular rules for destination port 443?
