Welcome to NETGEAR's online community.
For the Ports <=13, after the firmware upgrade, did you try to cxheck if the Admin Mode was set to "Enable"?
System > PoE >Advanced > PoE Port Configuration.
I suggest that after a factory reset or firmware upgrade and before you connect devices that are not needed for configuration to it, try to follow the PoE configuration steps starting on page 44 of the Software Admin manua here: http://www.downloads.netgear.com/files/GDC/GS728TP/GS752TP_GS728TP_GS728TPP_SWA_3Dec2013.pdf?cid=wmt_netgear_organic
Later, determine the port that will not need PoE devices, and disable PoE on them, then connect your devices and see if it works.
Also please send us screenshots of the erros when you can.
