Netgear makes it almost impossible to find the right switch

Impossible shouldn't be NETGEAR as we always strived to simplify our customers' user experience! Let me help you:
Smart Managed Pro Switches and Fully Managed Switches all support LACP, generally up to 8 ports per LAG and without limitation on the number of LAGs per switch. Newly introduced Insight Smart Managed Cloud Switches also offer LACP.
Based on your requirements, I advise our excellent GS716Tv3 Smart Managed Pro Switch: https://www.netgear.com/business/products/switches/smart/GS716Tv3.aspx#tab-techspecs
All ports can be in Link Aggregation Groups (LAG) with LACP enabled, up to 8 ports per LAGs. 16 ports total, rackmountable. This switch is fanless but was designed for 24h operation in a rack, its components were selected for high reliability and high stability with passive cooling only.
If you make active cooling (fans) a strong requirement, then I will advise our higher end M4100-26G (GSM7224-200NAS) which is a 24-port Fully Managed switch: https://www.netgear.com/business/products/switches/managed/M4100-26G.aspx#tab-techspecs
