Thanks so very much for hanging in on this situation I was getting way too frustrated but you were kind enough to stick in there!
I'm 100% even though the latest firmware has a bug and brings you to the wrong login page.
It tries to bring you here (substitute your own IP)
https://10.100.100.128:49152/v1/base/cheetah_login.html - goes nowhere
It should be
http://10.100.100.128:49151/v1/base/cheetah_login.html

Once https is enabled, https://[IP]:49152/ ... no, this does no longer exists, the landing page it's now on https://[IP]:4443/ http://[IP]:49151/ is the default without https, once https is activated again, https://[IP]:49152/ will return.
Somewhere back in 2023, Netgear has added an additional Web UI for different usage scope:
AV GUI = 49151
Main GUI = 80
http://[IP] (so port 80 by browser default) does redirect to a landing page on https://[IP]:4443
It's possible a default installed M4300 without any default config might be lead to the wrong page - this might be the price for the added AV GUI....
Keep in mind you have to use the Main GUI for the full IT network admin Web UI - not the AV GUI.
I'm happy you located the full recovery procedure. Have slightly modded that page, changing from M3400 to M4300 for future reference.
