Logging into the Admin settings on a web browser
I try logging into the admin settings through a web browser. It takes me to my password recovery. I enter what my answers are for the security questions, and for split second, it converts my answers to numbers, symbols, and letters. It then brings me back to my questions again. If I enter too many times, I can't even get to my admin login screen again. Any ideas why it is converting my answers to my questions to letters, numbers, and symbols after I hit the :Continue" button? I believe this is why I can't log into my router settings. I also get the "Not Secure" message next to the address bar.

Happens in all browsers? Try MS Edge, Firefox or Opera.
Be sure to clear out all browser caches and any saved PW profiles in the browser prior to entering the routers web page.
Wire connect a PC to the router and factory reset the router using the back push pin button. Hold it in for 10 seconds then let go. Then log in to routerlogin.com or 192.168.1.1 using a wired PC and web browser and walk thru the setup wizard. Be sure write down all important information for safe keeping later on.

Factory reset again? That doesn't explain why my answers get changed to numbers, letters, and symbols. I type them in and they are find, hit continue and they change just before going to the next screen. If I perform a factory reset, is that going to cause issues of forget all my devices I have connected to my router? I just did a factory reset about 3 weeks ago. Am I going to have to do this every time I want to log in through a web browser?

Reset it and you erase any answers that you may have provided earlier on. You are back to the defaults.

This is local access on your own network. So you probably don't need a heavy duty password.

Are they answers that you completed, or are you just answering questions that come up?
If you are trying to use the "password recovery" option, there is a bug in Netgear's implementation of password recovery on some devices. You can get locked into a closed loop.
If password recovery is enabled, but you have not set the answers to the questions, it keeps sending you back to the beginning of the process. If you haven't already given the thing your personal answers, they are not in its memory and it has no way of knowing if they are correct.
If the standard factory password (password) does not work, then you will have to factory reset the thing to get back to that. What do you mean by that?
What are you entering? Device names? Reserved IP addresses? Port forwarding? Something else?
You can always save the settings and restore them when you regain control of the router.

Do that and you could revive whatever is causing your current problems.Bit at least you will have a better understanding of what is going on.
Did you ever tell us what the modem/gateway/ONT is that connects the router to the Internet? That could be getting in the way of your browser access.

They are answers I thought I had completed the last time I did a factory reset. Yes, it seems I am in a loop.
