You have alot of timeouts in your logs which indicates a connection issue with your ISP it could be some wiring issue in your home or somewhere in your area I would contact your ISP have them send a tech to check things out.

Yes you were right, I called up a technician a few days ago and there was cable that had a surge from my house that damaged the wire. Now currently I have 3 out of the 4 upstream channels locked idk if that's an issue cuz sometimes my speed isn't constant and it takes time for certain pages to load but I'm ok with it but I want to know if this is is the issue.
