FVS318Gv2 additional inbound public IP rule not working

I've been trying to setup a 2nd public IP (from a block of assigned static IPs) with an inbound rule on an FVS318Gv2 with the latest firmware as of today (since previous firmwares all had their own various bugs).  I'm pretty sure it is yet another firmware bug possibly related to impromper subnet handling, since I had the same rule and IP setup on the same comcast network with an FVS336G and it worked.  On the FVS318, inbound rules only work with the WAN interface public IP.

Here's another description of setting up a 1 to 1 NAT with a 2nd public IP - this looks exactly like my fvs336g and fvs318Gv2 setup - except the 336 works and the 318 doesn't for the 2nd public IP:

I have two other FVS318Gv2 on different comcast networks with the same problem (and in both cases, the old netgear firewalls worked with the same 2nd public IP).

Try rebooting the modem.  Sometimes when you switch devices the modem, will remember the old one and not forward other IPs.  If it has a battery take that out too and then plug it back in and power it on.

We've rebooted modem and firewall multiple times. Again, no problems performing same setup with older netgear firewall across multiple networks.
