I understand you are looking for replacement switches for your network, let me see if I can help you out. For me to be able to help you find the device that will fit the requirements of your network, I would like to get the model number of the old DLink switch so I can find a NETGEAR switch that has the same or closest specifications. I would also like to know how many ports you need for the switches.

Sorry for the delay in replying - it all got a bit hectic at work for a while.
The DLink switches current in use are DGS-1210-24. These are used to deliver Internet connectivity to the client companies within the building and thus each port is in its own VLAN, with one port acting as an uplink to the Internet source and one reserved for the management VLAN.
These switches have very easy bandwidth control - just set a max kbps throughput for ingress and egress on each port - and this is used to limit the Internet bandwidth to the rate that each client pays for. I couldn't see a direct equivalent to this in the Netgear firmware of the managed switches I looked at - there are some rate limiting features but it seemed very complex.

I have tried looking for switches with a Basic-Rate limiting option. Here are the models that I recommend:
GS716Tv3: 16-port 1000base-T Gigabit Smart Managed Switch • 16 Gigabit copper ports • 2 dedicated SFP ports
GS724Tv4: 24-port 1000base-T Gigabit Smart Managed Switch • 24 Gigabit copper ports • 2 dedicated SFP ports
GS748Tv5: 48-port 1000base-T Gigabit Smart Managed Switch • 48 Gigabit copper ports • 2 dedicated SFP ports and 2 combo copper/SFP ports
