When I check to see if my R7000 AC1900 router firmware is up to date from the web admin page, it says there are no new updates. The firmware listed there is v1.0.9.88_10.2.88. When I check the Netgear website for the latest router firmware, it says the current version available is v1.0.11.136. What is going on here? Should I install v1.0.11.136?

You have discovered that the "on board" update check is not reliable.
It may be that your installed version is so old that it can't see the newest updates.
By all means install the new firmware. Bit be warned that there are times when the changes are so big that you have to install an intermediate update before you can go all the way.
You have missed 10 versions over the past three years. It should work, but don't panic if it doesn't.
