Often have 2 orange lights arrow down arrow up
Cant make them stay green HELP

Tends to indicate the modem side is searching for channels.
do you have a screen snip of the cable connections page and the event logs?
Check your coax for splitters, amplifiers, or signal attenuators and remove them if you do.
Check the link for kinks, damage, old/bad/corroded/cheap connections and replace them if you do.

While many questions about routers are generic and could be answered anywhere, some things need specialist knowledge. In this case we talking about a cable modem/router and not one of the Nighthawk WiFi Routers covered in this section.

Feed in your model number and check the documentation for your hardware. Look at the label on the device for the model number.
You may have done this already. I can't tell from your message.
I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.
