FS728TPV2 Volatility Letter

I need a certificate/document/letter of volatility for the Netgear FS728TPV2.
It seems that these are only available by requesting support and being provided a temp URL for download. Why isn't this provided with the documentation, or made available online? Wouldn't it be much simpler and less work than servicing all these requests?
