That page is for the Python 2.6.6 addon, which is a required dependency of pyloads (actually just > 2.5). It is disgracefully shameful that from a community driven site run by open source software that there should be scumbags selling software that is free.
I am formally requesting that the python 2.6.6 package be given freely as is generally DEMANDED by the licenses associated with open source software.
While the source code for open source software remains free, licenses generally tend not to forbid selling installers provided it remains clear that open source software is being used.
Developers like WhoCares? spend many, many hours developing add-ons and testing them to make sure they're stable. A very small fee to support this work is not outrageous in my view. He used to rely on donations but the donation rate was extremely low. If a fee was not charged then he would be able to do far less development. Also don't forget he does try to help users who encounter problems.
If you want to compile Python yourself you can, but I would argue that the cost of your time would be greater than the cost of buying the add-on.

Python has a lot of components (and a long list of licenses). However, as far as I can see none of them DEMAND that that the add-on be free or open. The PSF license allows Python to be distributed with non-open software, and does not preclude commercial use.
WhoCares? doesn't work for Netgear, and I think the fees he charges for add-ons are more than reasonable (you can certainly afford $2.49). And as mdgm notes, you can certainly do your own installation and pay nothing.
