My disk 1 has has a slowly increasing reallocated sector count for a couple of years - recently it accelerated to 48 so yesterday I replaced the drive with an identical new Seagate Barracuda 1Tb drive. The sync was successful but this morning the NAS reported 99 reallocated sectors on the new drive. My question is: Can this be caused by the NAS itself or is it definitely a problem with the disk drive?

Yes in most cases. After you replace the disk, I suggest you also make sure you have the latest FW.
Test also the disk that you will remove with a diagnostic tool.
