Need Main 2.4G Network - Internet Access Only
I Would Like to Configure my Main 2.4G Network to be "Internet Access Only" just the same but without enabling a Guest Network "Specifically" to prevent them from competing with each other.
I only need/want "One" active 2.4G network signal with Internet Access Only. Any help or suggestions would be greatly appreciated... Netgear Router RS70

Not sure that I follow that.
Have you looked at the manual?
Start here and feed in the model number:
Nighthawk RS70 | WiFi 7 Router | NETGEAR Support
Check the section Manage WiFi Settings.

There is no feature to restrict (or forbid) any part of the primary network in terms of access to the internet (devices that are 'wired' or connected to the primary 2.4G and 5G WiFi networks).
The only feature that does anything like this is the exact opposite (Block Services) which can restrict devices from internet access by IP address.

What does "them" refer to?
- Devices?
- WiFi management frames, such as beacon frames?
If you disabled smart connect on the router and disabled the 5Ghz radio, and not enable Guest Network, you could have 2.4Ghz wifi only for internet access only on this radio. LAN ports are still accessible to the internet.

Please Let Me Re-Phrase my Question: A "2.4ghz Guest WiFi" Network has setting options that can limit access to internet only by "NOT" checking box "Allow guests to see each other and access my local network" All I am want to do is the same to the primary 2.4ghz Primary WiFi - Thus only having "one" 2.4ghz wifi signal instead of two if "Guest" network was enabled. Basically I want the primary 2.4 ghz WiFi network on my RS70 Router to act like a guest network with internet only access and avoid having (2) strong 2.4ghz radio signals competing with each other... Sorry for the confusion - Respectfully, Blaze.

Competing in what way?
Forget about "solutions" that may not exist. Go back to the problem you want to fix.
What symptom do you see that leads you to think that the two 2.4 Ghz radio signals are in conflict?
A lot what happens on WiFi networks is down to the WiFi clients. The router just puffs out radio signals. The clients then decide which signal allows a connection and works best for them.

My thoughts that came up with this question: Since I only needed a 2.4ghz WiFi Guest network setup for connecting ioT smart switches and friends and family aka guests that connect to that Wifi, it seemed strange to me that the "unused" 2.4ghz primary would be active for no reason except to enable the quest network feature. Guest Networks cannot work/enable without primary enabled.
You can enable or disable the main WLAN 2.4Ghz radio, However I believe this maybe also disable the Guest Network radio as well. Though you can try this and see.
Guest Network radios will be isolated from the main WLAN for security reasons and most users don't have guest devices having any access the main WLAN resources.
If you have IoT devices that do depend on IoT apps to work while the apps are installed on mobile phones and pads connected to the main WLAN, connecting IoT devices to the GN will probably break the connection between the IoT device and there managing app so would be recommended to avoid using the GN for IoT devices that you need to manage with there apps from the main WLAN/LAN side.

This seems to be the "problem" that you are trying to solve.
There have been plenty of discussions around here about getting IoT things to work. They often boil down to badly written apps for the IoT device.
As the manuals explain, there are various ways of showing and hiding SSID broadcasts, and separating and joining SSIDs.
As to this:

If it really is "unused" why not just forget about it? It won't be getting in the way of anything.
