GS605v4 will only connect one device out of three with data

GS605v4 will only connect one device out of three with data
I hooked up a GS605v4 router to my parent's modem that connects a desktop, television and wifi. But only one device receives data.
It's possible that only the #2 port conveys data (#1 is connected to modem) and the other ports (3-5) do not convey data. By trying a variety of configurations, the desktop, television and wifi have received data before, but the other two devices will not receive data in the meantime.
I'm thinking that the router is defective.

The Gs605v4 is just a switch is the modem that its connected to have a built in router? if not you may need a router.

I have a suspicion that the modem does not have a router.
It it is a Motorola ARRIS SURFboard SB6141 DOCSIS 3.0 Cable Modem.
So this switch is useless for the application of linking the wifi, desktop and tv to the network?
Any recommendations for a router then? Nothing fancy. Should be able to handle 1080i HiDef streaming. 3-4 outgoing ports.

I would say the R6400 or anything above that in the Nighthawk series.
